Dermot Glynn

Dermot Glynn founded Europe Economics at the beginning of 1998.  He takes an active role in ensuring that all of Europe Economics' work is of the highest possible quality.  He was previously chief economist of KPMG, and then established and developed over 12 years the London office of a major international economics consultancy. Dermot Glynn was an exhibitioner in Politics, Philosophy and Economics at Balliol, and was a member of the Department of Applied Economics at Cambridge.


Dr Andrew Lilico

Dr Andrew Lilico Principal (a.lilico@europe-economics.com)

Andrew Lilico’s sectors of interest include pharmaceuticals, finance and markets, and housing. He has led a number of projects in competition, financial services, pharmaceuticals and public policy. He is also a member of the IEA’s Shadow Monetary Policy Committee. His first degree was from St. John's College, Oxford, and his doctorate from University College, London.


Bob Young

Bob Young Principal (b.young@europe-economics.com)

Bob Young is a former member of the 10 Downing Street Policy Unit and of the Monopolies & Mergers Commission.  Over half of his consulting work in the last 10 years has been in competition and regulatory issues related to telecoms and broadcasting sectors, both at home and overseas. He holds an MA in Modern Languages from the University of Oxford.


Jonathan Green

Jonathan Green Managing Consultant (j.green@europe-economics.com)

Jonathan Green has a substantial track record in developing policy and strategy in Government and the private sector. He has been closely involved for much of his career in the application of competition policy and the development of utility regulation. He has held senior posts in the Department of Trade and Industry leading on electricity and gas sector policies and in the Monopolies and Mergers Commission. He has also worked on energy regulation in the private sector. His first degree was from Balliol College, Oxford, and his MSc was from Queen Mary College, London.


David Stubbs

David Stubbs Managing Consultant (d.stubbs@europe-economics.com)

David Stubbs is an experienced regulator and policy maker with an extensive track record in the UK and working for the European Commission. As a consultant David has led studies and provided advice to UK and European regulators, European Community institutions and private sector clients including broadband and postal companies. David also has a specialist expertise in the postal sector and regularly provides commentary and analysis on current issues for national TV and radio and the press.


Derek Scott

Derek Scott Managing Consultant (d.scott@europe-economics.com)

Derek Scott was economic adviser to the Prime Minister from May 1997 to the end of 2003; but much of his career has been in the private sector, with KPMG, Barclays de Zoete Wedd (BZW) and Shell. Most of his interests have centred on macro-economic issues, but pension policies have also been a particular area of focus. Derek was educated at Liverpool University, the London School of Economics and Birkbeck College, University of London.


Dr Nick Owen

Dr Nick Owen Managing Consultant (n.owen@europe-economics.com)

Nick Owen has a background in government (Department of Trade & Industry, Ministry of Defence and the 10 Downing Street Policy Unit), economic consulting, and university research (London Business School, London School of Economics). He has worked, either as an administrator or as an economic advisor, on a wide variety of policy areas, including telecommunications, environmental policy, defence, industrial policy, and competition policy. He studied for his first degree at University College, Oxford, and holds an MSc and a PhD in economics from the University of London.


Stephen Topping

Stephen Topping Managing Consultant (s.topping@europe-economics.com)

Stephen Topping is an experienced economist with an extensive track record working on regulatory, policy and competition issues across a broad range of sectors. He has particular experience in energy and environmental issues, water, pharmaceuticals and airports, and is an expert in public policy issues such as impact assessment and consumer detriment. Before joining Europe Economics, he worked in the energy team at another leading economics consultancy.


Dr Maurizio Conti

Dr Maurizio Conti Senior Advisor (m.conti@europe-economics.com)

Maurizio Conti's main areas of expertise are the water utility industry and efficiency and productivity analysis for benchmarking purposes. He had advised clients on sectors such as water, gas, electricty, telecoms and transport in various European countries. His academic research focus on the econometric estimation of economies of scale and scope in utility sectors as well as the impact of economic regulation on efficiency and productivity growth, with a special focus on the water utility industry. Maurizio has advanced knowledge of microeconometrics and panel data techniques as well as stochastic frontier analysis. Maurizio has an MSc in Economics from Warwick University and a PhD in Economics from the University of Essex.


Dr Gian Carlo Scarsi

Dr Gian Carlo Scarsi Senior Advisor (g.c.scarsi@europe-economics.com)

Gian Carlo Scarsi's main area of experience is the energy industry, with special respect to electricity and gas. Gian Carlo has been involved in policy-making and restructuring projects in the energy fields in more than twenty countries throughout Europe and beyond. His technical specialty is economic top-down benchmarking for incentive regulation purposes making use of econometric and linear programming techniques. Gian Carlo has held senior economic consulting posts in the UK and Germany, and has been involved as an academic tutor in Italy and the UK. He has extensively worked on energy regulation issues both in the private and public sectors. His first degree was from the University of Brescia, Italy, and his MSc was from Queen Mary and Westfield College, London. His DPhil is from St Antony's College, Oxford. He has also completed a Research Doctorate in Economics at Milan, Italy.


Ross Dawkins

Ross Dawkins Senior Consultant (r.dawkins@europe-economics.com)

Ross specialises in Financial Services. Prior to joining the team at Europe Economics, Ross worked as a corporate finance partner at BDO Stoy Hayward where he focused on the fund-raising needs of entrepreneurial businesses. He recieved his MSc in Economics from Birkbeck College, London, where he studied under the Hugh Davies Memorial Award.


Dr Matteo Aquilina

Dr Matteo Aquilina Senior Consultant (m.aquilina@europe-economics.com)

Matteo Aquilina has particular experience in the management and evaluation of development projects coupled with an excellent grasp of quantitative techniques. Matteo joined Europe Economics in 2006, having worked previously as programme officer at the Development Cooperation Office of the Italian Embassy in New Delhi (India). At Europe Economics, he has advised clients on the use of econometric techniques in a number of different situations. Matteo holds a PhD in Economics from the University of Rome and an MSc in Economics for Development from the University of Oxford. He has also published papers on international peer-reviewed journals.


Iona McCall

Iona McCall Senior Consultant (i.mccall@europe-economics.com)

Iona has experience in the application of competition policy, economic regulation, and public policy across a broad range of sectors, including healthcare markets and defence. Prior to joining Europe Economics Iona worked as an economist for the UK Government, first at the Ministry of Defence and later at Her Majesty’s Treasury. She holds an MSc in Economics from the London School of Economics and a BSc (First Class) in Economics and French from the University of Birmingham.


Katherine Holloway

Katherine Holloway General Manager (katherine@europe-economics.com)

Katherine oversees the day-to-day running of the business. Katherine has worked at Europe Economics for three years. She is a mathematician by training with a BSc in Mathematics from the University of Warwick.
