IMPACT ASSESSMENT

The role of economics

Governments and regulators are placing an increased emphasis on rigorous impact assessment of new policy proposals and on evaluations of existing policies. Economics plays a central role in impact assessment, helping to define the rationale for policy intervention, providing the tools to analyse the benefits, costs, distributional effects, risks and competition impacts of policy options, and providing guidance to policy-makers in selecting the best policy.

Capabilities

Europe Economics has strong expertise in impact assessment and policy evaluation. We can advise governments or regulators undertaking such exercises, as well as companies and other organisations who wish to respond effectively to policy consultations.

Europe Economics also offers staff training courses for government and regulators on how to undertake impact assessments. Courses cover the concepts, process and techniques involved in impact assessment, and are designed to be interactive with a case study on a relevant policy issue.

Europe Economics has published a 30-page handbook on how to carry out impact assessments, which could be downloaded here.

Experience

Europe Economics has provided successful training courses for the European Commission and two major UK regulators on how to carry out impact assessments. The firm has carried out numerous policy assessments on behalf of clients, both of new policy proposals and of existing policies.
