Lucy Broomfield

Lucy BroomfieldLucy Broomfield is a Consultant at Europe Economics.  Since joining in 2005, she has worked on projects involving regulation, competition and public policy across a broad range of sectors.  Lucy has particular expertise in regulatory issues, including cost of capital and financeability in the energy, water, post and airports sectors.  Lucy recently managed a project for the Civil Aviation Authority (CAA) advising on the cost of capital for National Air Traffic Services (NATS); and an analysis of incentives and risks when introducing market competition for Ofwat.  She managed a project advising on cost of capital for the Commission for Energy Regulation in Ireland. 

Lucy holds an MSc in Economics from York University and an LLB in Law with Economics from Durham University.
